There is a kernel of meaning in the above that I can roll with, but I would say it differently. The writer wants to express that something did not turn out the way the writer really believed it ought to have turned out. "Fate fell short this time" has an ironic quality, and you might even think of it as oxymoronic. It sounds a little like: "The absolutely inevitable [fate] did not happen." But fate/destiny can't be subverted. As the late Albert Ellis used to say, "Things happen just as they should happen. How do I know? That's the way they happened."
