I think you mistake with "c'est" which means "it's"
On est means It is.
"On est ..." means "we are ..." in French.
'...est dans..." means "...is in..." in French
FRENCH- il est TRANSLATION IN ENGLISH- "it is" or "he is"

Nord-est means "North-East" in French.
Est means is, as in he, she , it is in the present tense.

c'est qui is the informal question you ask when someone knocks at the door: who's that? who is it? -
... qu'il est trop ... means ... that he is too much ... in French.
