An orator is a speaker. Oration means to give a speech. Oratory is the speech, or act of public speaking.

All speakers differ. Some speakers are boring; humorous; creative; mundane; factual; charismatic; droning; exciting, etc. All these are used as adjectives to describe the type of speaker.

Charismatic means the ability to persuade, to excite and energize toward a particular thought, belief, action, etc. So a "charismatic oratory" is a speech during which the speaker was particularly persuasive. Charisma can have positive or negative outcomes. For example, The Toastmaster Club (organization) has charismatically promoted public speaking for about a century and has helped many people go on to successes through public speaking. However, some speakers can persuade people to do hurtful or dangerous things, such as Jim Jones who convinced hundreds of people to participate in mass suicide in the 1970s.
