Something that's fictitious is just made up but may not have to do with fiction per se. For example, if you filled out a form and gave a false addess, that would be a fictitious address. Sherlock Holmes is a fictional detective because he appears only in fiction--imaginative writing; he is not a real person. He is also fictitious because he was invented.
