To indulge is to immerse oneself in a specific activity or pleasure. Indulgence can be gratification (as in self-indulgence) or tolerance of others' indulgences.
In Christianity, indulgences are remissions (forgiveness) before God of the temporal punishment due to sin whose guilt has already been confessed. However, this was sometimes abused by the collection of alms or monetary donations in previous centuries, some of which was retained by Catholic rulers. Indulgences are given for various charitable actions, prayers, and penances, but can no longer be earned for donations.
he was a medieval preacher delegated to raise money for religious works by soliciting offerings and granting indulgences
A pardoner in the Middle Ages was a clerk of the Catholic Church that raised money for the church by selling indulgences. Purchasing indulgences, contrary to popular belief, did not make absolution (forgiveness of sin) for the penitent. Indulgences, rather, were papal documents which excused one from doing penance for sins; that is, purchasing a pardon from performing the correctional punishment which was designed to train a person not to repeat the sin they confessed. In layman's terms, it is a sort of "get out of penance free" card. The Catholic Church has always maintained that to be forgiven of sin, you must confess it, and that when you confess it, you are absolved by the priest. Over time, however, the system began to look somewhat conflated, and underwent heavy criticism during the Reformation period, by both Protestants and Catholics alike, the concern being that selling indulgences began to take on the tone of absolution, which was against Church doctrine.

No document ever freed Catholics of punishment for sins. You are probably thinking of indulgences. Indulgences themselves are based on the spiritual disciplines of fasting, prayer, and almsgiving. These spiritual disciplines along with confession, good intentions, and prayer for the Holy Father are what are required to gain a plenary indulgence. At some periods in history, there have been incidences of unscrupulous people forging documents declaring indulgences, perhaps this is what you are thinking of. Currently all Indulgences are contained in the Enchiridion of Indulgences or (in English) known as the Manual of Indulgences or Handbook of Indulgences. (see below).
People who have died and are being purified in purgatory can not obtain indulgences for themselves. However, those on earth can help them in their purification process by obtaining indulgences for them.
