It is a general term that might mean something like "you're a keeper; you are good at what you do, or skilled at something, or a good person". It doesn't have an extremely strong connotation of relationship or sexual interest, but it might be the beginning of that kind of thing. It's very complimentary, and might become more, especially if you want it to, but I wouldn't land on that conclusion unless his interest obviously heightens. This is from the point of view of Standard US English in the northeast, and perhaps in other places it has a different connotation. As in so many cases, it depends on context. You just have to let it play out.
