To be "under the lion's paw" means to be in a difficult/dangerous situation without much hope. The saying "between a rock and hard place" has pretty much the same meaning. Haskins, though the generosity of Council, sees his dream of self-sufficience dashed by Butler's greed. Any value the farm accured was strictly the result of Haskins' hard work and self-sacrifice. And yet because Butler owns the deed, he has the "right" to set the price. Haskins and his wife worked hard because they earnestly believed that they were benefitting themselves by doing so. But the cruel irony is that Haskins was always under the lion's paw, he just didn't know it.
