The concept that it's 'better to be unborn than untaught' is an attempt to suggest that if a child will be born into an environment where that child cannot learn (or be taught) effectively then that child is better off not being born.

It makes no sense, since nobody can predict the environment into which a child yet unborn will find itself. One can look at what seems a hopeless family, financial, or general environment and decide the child has no chance if it is born into that environment, but one can look at the many children in similar circumstances who have gone on to beat the odds and flourish.

The phrase quoted appears to be a pretty horrible judgment to pass on anyone, let alone on a child not yet born. It seems a facile and immature use of words to push an ideology and agenda the purpose of which is difficult to imagine.

It clearly isn't a pro-abortion sentiment since no sane person would suggest a child be aborted because it mightn't get what someone considers a good education!
