A cockle is a shellfish with heart-shaped shell;an invertebrate ocean animal with a small rounded or heart-shaped ridged shell in two parts.

Suckle is a verb for the act of a mammal feeding it's young from the breast or teat.

Since a shellfish is not a mammal and does not suckle, the combination is a contrivance. These two words do lend themselves very well to combination for prurient interest of the adolescent mentality. The meaning of such a combination is in the mind of that person.
