I'm assuming you're referring to the cocker spaniel version. There were others. The gold star banner was given to families whose son was killed in action. The poster was intended to convey the importance of not discussing anything having to do with the war effort, the implication being that one person's indiscrete conversation could provide information to the enemy that would lead to the death of, in this case, a sailor. With so many people working, either directly or indirectly, in war industries, a big effort was made to impress upon everyone the importance of keeping quiet about their activities.
