I just surfed this online for a good 10 mins, and from what I gather, it's a version of "f*** you."
It means "with peace". However, it can also mean the equivalent of "rest in peace", so be careful in using it, so you're not telling someone to "drop dead". It's better to sign your email "l'shalom", which means "in peace".
Answer backwards.
It's slang for going down on a girl aka tongue action.
The peace sign (meaning the first and second fingers held up to form a V) is probably a continuation of the V symbol used during and after World War II in anticipation of, and after in celebration of the victory over the Axis powers in Europe. Victory in Europe meant peace for the world, therefore the continuation of the symbol to mean peace rather than victory.
It can mean several things. One meaning is the "V" vor victory sign made famous by Winston Churchill during WWII. In more contemperary usage it can also be recognized as a sign meaning "peace."

The gesture of sticking out the tongue with a peace sign symbolizes playfulness and being carefree. It is often used in a light-hearted or joking manner to convey a sense of fun.
