In decimal form that would be represented as 12.50 because 30 minutes is really one half of an hour. Imagine how difficult this could be trying to arrange a meeting. What time would you show up for a meeting at 12.50? I believe I'd be there 30 minutes after 12 noon rather than 10 minutes before 1 in the afternoon.
