"Strat" is not really a prefix; it is better thought of as a root.

As far as I can tell, it means two things.

The first, seen in strategy and strategem, comes from the Greek root "stratos," which means "army."

The second, seen in stratosphere and stratification, comes from the word "stratum" which is a 16th century Latin word meaning "layer" or "something spread out and laid down." I am not sure what the connection between these two roots is, the word that come from them seem to be "false friends," words that look like they share a root, but don't.

"Strata," the plural of "stratum," is an English word meaning "layer."
