Hot Pooty refers to a female cat who is in estrus. When female cats "come into heat" they are very sensitive towards their hind quarters. When their tail bone is stimulated they lower down on their front feet and their hind quarters raise into the air. They begin prancing with their back feet which mimics their hind end being on fire. This is where the term "Hot Pooty" originated.
