At election time candidates sometimes will try to buy votes [illegal] by giving out freebies, free drinks whatever. Pork barreling goes back to the depression era when polititions would drive around their electorates with barrels of salt pork on a truck to hand out to starving voters. The name stuck, when candidates promise you the earth in exchange for your vote, its called pork barreling.
