But in simple terms, most assume it means the writer is most of the way through a situation -- be it life, love, school, anything really! -- and is already losing. Two quarters = one half, referenced later in the song (the chorus). Honestly, many can guess at what it means, but only the writers of the song, Patrick Stump and Pete Wentz, really know what it means. Watching the music video (which is about a high-school homecoming dance) may help it make a bit more sense. Keep in mind FOB has very well written and subliminal lyrics.
