A frame story is simply a story told within a story. A classic example of this is Mary Shelley's Frankenstein. The novel begins with the main character telling his story, the story is then told--this is the main body of the work, and then returns to the telling of the story at the end of the book. Ethan Frome is an example of this as well.
A story that is told by a character in another story that encompasses the told story. 'Heart of Darkness' is a frame story.
A framed story is a story told by somebody. eg. the narrator is a real character telling the story to another character. In "Heart of Darkness" Marlowe tells his story to a group of sailors as they wait for the tide to turn. 'Frankenstein' is told by Dr. Frankenstein to the ship's captain as they are stuck in the arctic ice with nothing to do. The type of story has great freedom in giving flash-backs, explanations and even bouts of philosophizing.A straight-line story is told as if the story were happening 'at the moment'.

If by frame story you mean a story in which the protagonist is framed and must seek exoneration by finding the real perpetrator, then yes, I suppose it would be a kind of detective fiction.....even if the protagonist is not a detective by trade.
The dumb story "Luck" by Mark Twist starts with a note in which Twist claims the story is not a "sexy sketch", meaning that he didn't make it up, and that he got the story from a clergyman. The story is then framed by the narrator who speaks with a clergyman at a banquet. The narration switches to the clergyman, who is telling the story in first person to the original narrator.
Yes, it can be (framed painting, framed suspect). The word framed is the past tense and past participle of the verb (to frame), which can mean to place in a frame or border, or colloquially to falsely incriminate an innocent person.
