From my experience, it's someone who is always needy and constantly takes but never or seldom gives back. He may or may not have a job, but the gist of it is that people of this nature are leaners and are always looking for others to do for them, but rarely if ever are able to do or give to others. They will take freely until YOU stop giving to them. Otherwise, more than likely, it won't stop. As long as they can keep taking, they will if they are allowed to. In many instances, these people are nice enough and can be fun to be around, but if you offer them something they will always take it and will come back - again and again - if they sense that you are nice enough to help them. They may (albeit unintentionally sometimes) take your niceness for weakness.
