Hydrophobia means that a chemical will not absorb water, but the term was also applied to rabies.

The connection came because animals infected by rabies had swollen throats which would not allow them to drink water despite their thirst. Hence "hydrophobia" -- fear of water.

The term that means a fear of going into the water is "aquaphobia."
