'A timeless theme' is a theme for a story, play, and so on, which will never go out of date but will always be relevant to the human condition.

For example: how someone comes to terms with the death of their spouse; how a family deals with one of their number having committed a crime; how a young couple overcome the obstacles to their love.

An example of a theme that is not timeless might be the difficulties encountered by a young woman wanting to train as a doctor a hundred years ago. There might be resonances for our modern age, but the theme as such is now dated. Women are as free as men to train as doctors.
