An 'I-O-U' is another way of saying "I owe you" when someone is lent something or is given something, but said person cannot come up with the money or payment at the time owed. This term is used as a joke and is very common in cartoon shows and movies. A little slip of paper with those letters and the amount owed.

The famous American author, Damon Runyon, wrote about New York's Broadway and underworld characters in his many stories about life in the 30s, 40s, and 50s.
