Since it is slang the actual meaning may be different but the term "tool" has become a slang word for a male appendage. The speaker though may have just changed the word fool to rhyme with tool. I would interpret it to mean don't be foolish and obnoxious.

Don't let someone use you as their "tool"...for their good and not your own...don't be someones slave.
