You are born in (or within) a certain month, but on a certain day. The best way to remember this is to link month with the word "within" and day to the word "on".
She was born in July 1990. (MONTH year)
She was born on July 21, 1990. (DAY month year)
She was born on the second Tuesday, in the month of December.
He was born on Friday, February 18, 1999.
He was born in February 1999.
If you are referring to a specific day of the month, use 'on'. I was born on July fourth, seventeen seventy six. If you are referring to a month in general, 'in' usually works. County fairs are often held some time in August or September.
