you have to wait until you have passed the third riding level, then you can make one. you then go to the equastrian center tab and then you can make one !!!!
A set of controlled movements would likely be a Dressage test. There are multiple tests to choose from depending upon your level of riding / competition.

If you mean babies of sims, you do it normally. In bed, by trying for a baby, or even in hay stack, if you have one and it can't be the stack of hay bails. If you mean by the animals- Horses: You need to purchase a box stall for this. You can only have a maximum of one horse and one foal in a box stall at a time, so you have to gain relationship with two horses. All you have to do is nuzzle and sniff and socialize a few times, and then the option to try for foal will come up, and both horses will automatically go into the box stall together and do it. You can also go to the equastrian centre thing, and breed mare. Dogs: Again, you need to gain relationship before doing it, and you also need to purchase a little dog house. After a while, the option to try for puppy will come up and they will automatically go into the house. Cats: It's pretty much the same for cats as it is for dogs. You need the same house I think, or maybe even you don't, and it just does in the open(same for dogs, I've never tried it.)
