It is a word that stands for anything. It is an universal word which can be used for anything but may not be used more than once in a sentence because it can get confusing. It isn't in the dictionary because the dictionary commition doesn't want to add an universal word because they think its controversial. The term is actually No-No, and it means something you shouldn't do. If you say "That's a no-no," it's another way of saying it is taboo, verbotten, not kosher, or just not done in polite society. By the way, there are plenty of controversial words in the dictionary --- and no "universal" ones.
