But we don't usually use "to mean for" in this way. Usually, we follow "to mean for" with a dependent clause. For example: "God meant for people to be nice to each other." More commonly, one would say, "God intended diversity."

I'm going to go out on a limb here and assume you meant "deus ex machina," which means, "God from the machine." Otherwise, it doesn't mean anything.
One could possibly argue that a natural hazard such as fire might spur on invention of fire-extinguishers, deployment of fire departments, etc. the same with snow removal. oddly this analogy is never permitted in discussions of the rights and wrongs of contraception, which are deemed as grave violations of the Natural Law ( one can argue the same about fire apparatus and snow-removal gear).

He believed in a supreme intelligence of design behind the Universe, and on a question of subatomic physics, he once responded that "God does not play dice with the universe" (though he was later proven wrong in that regard). On the "personal God" level, however, he was a nonbeliever.
