The plan of developement is a statement that usually consists of at least three topics that are going to be covered in the essay, and a way of letting the reader know what topics are going to be covered. For example, the thesis for your essay might be: Dogs are more superior as pets than cats. The plan of developement might be BECAUSE dogs are protective, loyal, and you can take them more places than cats. (I don't know if any of those are true. I'm just giving an example of a PoD.)
