The word "indecipherable" describes a group of symbols that are plainly writing but whose meaning cannot be determined, deciphered, decrypted, or translated. For handwriting, the adjective is "illegible" (e.g. scrawled).

Another word used to describe meaningless data, of any form, is incomprehensible. The communication (including writing) that is meaningless can be called nonsense or gibberish.

Illegible means not clear enough to be read. An example sentence: His handwriting is totally illegible.
