The term primary action in literature refers to the main events that happen in the story. It is the part that has the climax and all of the important things that are most relevant to the progression of the story.

Why is literature all about action and change?

It's true that much literature is about action and change. In fiction literature, change and action simply reflect what human kind is all about. There is little an author wants to create that does not include a large or small amount of action and change. Any "story" is a written account of an imaginary event or events. Within these confines action and change are part and parcel of one's imaginary efforts. In nonfiction writing, the documented writings will by their very nature contain a description of events, past, present and future. Action and change are part history, as an example. In comparison to the billions of volumes of the two above mentioned items, any other sort of literature will be but a microcosm of the whole of literature.
