Regulations are laws which do not forbid an activity, but set out the conditions under which the activity can take place, in order to ensure safety, public health and so on. Regulations are there not to prohibit people from doing something, but to keep them from doing it in an idiotic manner. The best example is traffic laws, which are there to prevent people from driving in a stupid and dangerous manner. Hunting and fishing laws also prevent people using bombs or machine guns when hunting, and have bag limits so there will be something to hunt the next year.

In some jurisdictions, Regulations are a class of legislation enacted by a different legislative process from Statutes.
