It is a transition phrase of a verbal or written description of any topic in a sentence. At a certain point in the flow of writing/speaking, when one wishes to draw a parallel event less serious and simpler than the topic itself. It carries a sense of calmness in thought, a bit of joking at times signifying less blood flows through the vein (hence lighter) when one is mentally calm. It is also opposite to the expression of 'angry vein' when more blood flows through the vein (hence heavy).
