The serpent symbolizes lies and a lack of morals / ethics. Basically the snake represents "evil". It is the same meaning given to the serpent in the bible. This is also a masonic symbol and is given the same meaning in Masonry. I am an attorney and a master mason. I believe Lady Justice is holding these vices at bay by stepping on the snake's head.
Sammy the snake was thwarted in his dream of pulling Santa's sleigh because the Reindeer harnesses wouldn't fit... he kept accidentally slithering out.
