Doubt or Uncertainty

When used in reply to a statement of prediction, or a speculation, "we will see" can indicate skepticism, as if the suggested result may not occur. An example would be if someone said that some new form of energy was capable of producing limitless non-polluting energy, despite the fact that there might be unknown drawbacks, or reasons why it would not be feasible. "We will see" indicates that the prediction is questionable.

Indecision or Noncommittal response

In response to a request or suggestion, it defers a decision, without necessarily indicating whether the answer leans toward approval or disapproval. An example might be a parent asked by a child about getting a pet dog or cat. The parent will often say "we will see" rather than "no" in order to avoid continued pleas. The answer could theoretically be either yes or no.
