It is actually, "What can I give him, poor as I am?", and appears in the final verse of the carol "In the bleak midwinter".

It is a rhetorical question, as the events in question would have occurred nearly 2000 years previously, did NOT happen in midwinter, and took place in a country far away.

Incidentally, the writer answers himself "Give my heart."
