Partisan generally refers to extreme support of one political party- if you've ever thought that people in politics were crazy then you've probably got a good place to apply the partisan label. Bipartisan is very much the opposite of that, focusing greatly on compromise. This goes with the assumption of two parties so in other countries you need some different terms.
