Undemocratic would be the correct linguistic opposite, but 'democratic' more often refers to a type of governmental system.

There aren't any direct opposites to these 'democratic' systems, but there are numerous forms of government and decision making which may be classified as 'undemocratic', but are simply "not democratic", not the opposite.

It should be something like 'Dictatorship' or 'autocratic'. I think it's most likely to be 'autocratic'. But I looked on one website and it said it was 'undemocratic'.
