At that time the Excise duty on beer was assessed by the brewer declaring what he had produced, this being checked at irregular intervals by the Excise Officer. The officer's record was regarded as the true one if it differed from the brewer's , but the officer could make a mistake If he did, he corrected it and to show that he had altered the figure then and not later he "cocked-up" the next entry in his record at an angle of 45%, so a "cock-up" was an indication of a mistake. I wonder whether the expression could hsve derived from that fact?
