Well tone is the feeling of a book and the theme is the central message or topic the book is dealing with.

So if the theme of the book is about how everyone has the capacity for evil then the tone of the book will probably be pretty dark. On the other hand if the book is about the power of love the tone might be uplifting.

That doesn't mean books about evil can't be funny though... Because evil is such a serious topic it might be better to write an exploration of it as a comedy but with some true insight into why humans all seem capable of pure evil (like putting saran wrap on a toilet seat).

By the same token a lot of books about love are really really sad even though the theme might be that love is the greatest thing in the world.

Take movies as an example.

Saving Private Ryan and Robocop: These films have different topics but a similar tone. Both movies are full of action and suspense with lots of violence and blood. That's the tone because they make similar feelings (both exciting and gross). But the themes are completely different. While Saving Private Ryan is about trying to maintain humanity in war, Robocop is about vengance and kicking ass.

ET and Lilo and Stitch: Both have aliens as a topic, and both have the theme of love and loyalty and family. But the tone is totaly different. ET is serious and mysterious but Lilo and Stitch is funny and slapstick.

ET is a movie about aliens and so, surprisingly, is Aliens. The topic is the same but the theme is different and the tone is different.
