It's a treatment for depression that was popular a long time ago (I'm not sure exactally when...) that assumed that the best thing was to lock up someone depressed and not let them do anything or see anyone. Naturally, this was a terrible way to deal with the illness and often succeeded in making the patient worse rather than better. In fact, the man you invented (his name escapes me) actually revoked the cure after "The Yellow Wallpaper" was published.
