Answers may vary, but the best answer will definitely be based on the corruption. There is a list produced every year based on corruption in every country, currently Denmark, New Zealand, and Singapore are tied for the spot of least corrupt country. Finland and Sweden are then tied for the second least corrupt country, in which in my terms, earns them the spot of the second best country.

Click the link below to read about the Corruption Perceptions Index (CPI), which is a list based on corruption within a given country. It comes out every year (at the end of the year I assume) so keep your eyes out for the 2011 list coming soon! Positions may change. Please update this when the 2011 list comes out so the viewers may get an updated answer.
