Root word is the phrase you are looking for. If you add prefixes or suffixes to the root word you can make other words.
Example:
learn = root word
I am learning to read.
The children relearned their alphabet letters after the summer break.
You cannot unlearn what you have learned unless you lose your memory or learning ability
