The best thing to do would be to talk with people who have already passed the course or read the testimonials from these people to learn the difficulty level, what the course is actually about, and how it has impacted them.
Ignoring the spelling error... That looks like a standard disclaimer for a distance education class, and if your education provider told you this, then yes it's true. "Subject to review" doesn't necessarily mean "We're watching everything you do, and frankly you might want to wear pants while you're online." But it COULD be true.
