IMHO... Talk should be used in informal situations, such as conversations rather than giving a speech or writing a paper. If you are writing or planning to speak publicly, speak often lends a different air and is more formal of a word usage. Neither is incorrect gramatically in either situation, since they mean the same thing, but these are acceptable ways to convey your thoughts which sound a bit more learned or professional. Add your own spark to your papers, and use as many different ways to say the same thing. If you vary words while giving a speech or writing, those vocabulary skills speak to the level of education you have (as you see, "speak to" is a common phrase) :-) .
