Neither of these phrases are correct. They should be:

have been arriving / has been arriving - not have/has been arrived.

You use have when there is a plural subject. eg

The boys have been arriving all day for the camp - or They have been arriving all day for the camp.

You use has when there is a singular subject eg

The boy has been arriving late for school recently - or - She has been arriving late for school recently

They had just arrived but her husband had been staying nearby for a while. Is the use of 'had' twice in this sentence correct?

Yes, had and had are correct. You could drop the first 'hand' and still have a good sentence. BUT who is "They"? and who is "her"? That makes the sentence confusing. You could change it to: Cathy's parents had just arrived, but her husband had been staying nearby for a while.
