"Scared stiff" is an idiom that refers to being completely frozen with fear. It's origin is not known, but it has been in use since at least 1900 a. d. .
The correct spelling is "petrifying" (extremely frightening, as in "scared stiff").
I've never heard this phrase before. I can't imagine that a wet monkey would be especially scared, either -- monkeys usually like swimming and soaking in the water. A better simile would be "as scared as a chicken."
