The Prisoner of Zenda is set in Ruritania, a fictional middle European country.

The original book (though it seems to have moved in some later books or to have been moved by other authors) states that it is along the railroad route between Dresden and Prague but more than likely the capital of Ruritania, Strelsau, is modelled on Hof, just over the Czech border in Bavaria.
