"Ã la page" means "up to date" in French. When speaking of a book, that means "on page (number)"
A footnote is usually an adendum to the main text refered to by a carreted number within the text, whereas a footer is the part of the page that holds the book's page number and/or title.
It should be on the copyright page (one of the first few pages in the book), close to the publication company's name. If you can't find it, find the book on amazon or google books. Either one will tell you.
