Verbs which are not action verbs include: am, are, is, was, were, been, and being.

In the sentences, "Jack and Jill are dancing," and "Jack and Jill went up the hill," both "went" and "dancing" are action verbs, while the verb "are" in the first sentence is not an action verb.
