I think Great revolutaionary and patriot Chandrashekhar Azad first used the slogan "Bharat Mata Ki Jai " when he was sentenced to 15 whiplashes by a British Magistrate and after every stroke of the whip, he shouted loudly- "Bharat Mata Ki Jai !
