Moore's law observes that the number of transistors in an integrated circuit doubles approximately every two years. The observation is of relevance to programmers writing software for hardware that has yet to be developed, as it gives a reasonable indication of the processing power of that hardware. High-level programming languages are not machine-dependent, so knowing that we can execute approximately twice as many operations in two years time allows us to develop and test the software on today's hardware, knowing that it will perform as expected when the intended hardware becomes available.
